Once you're ready, head up to where the Shadow is and tell Fuuka you're ready to go. In order to get him down, you need to destroy the three statues.

You'll want to use Magarula for this fight because none of the statues null Garu based skills and you can take them out in either one shot, or severly weaken them which gives Yukari and your other party members to finish them off. Once all three are gone, Hanged Man will fall to the ground.
